Identification of Handicapped Children and Youth: A State Agency Perspective on Behavioral Disorders

PhD at the University of Iowa. Since 1975, he has been the consultant in behavioral disorders for the Iowa Department of Public Instruction. His primary research interests are in policies and practices governing the identification of behaviorally disordered students.

State education agencies are currently faced with numerous challenges in meeting their leadership responsibilities. This paper provides an example of how one such agency has attempted to provide leadership in defining those handicapped students who are behaviorally disordered. Emphasized is the literature base from which initial direction was taken, data-gathering activities initiated by the SEA, and subsequent policy decisions made.
